they would be liable, if called upon, to take one or more classes in the Evening Continuation Classes does not entirely commend itself to me. I feel that the introduction of compulsion in regard to teachers who are primarily engaged for other duties might endanger the success of the scheme and possibly induce a feeling on their part that the Government was asking too much, with a consequent lack of interest and a perfunctory performance as of routine duties. I look to the increase of teachers' fees (paragraph 22) and the system of engagement by the year (paragraph 26) to solve the difficulty which has been experienced in retaining the services of teachers.
6. Management (Organising Secretary).
I have thought it more conducive to the interests of Scheme to endeavour to organize the management on an independent basis at once in preference to continuing the classes as a Sub-Department of the Inspectorate of Schools. They are therefore now placed under the direct supervision of a Director, but a transitional stage of 12 months has been allowed during which the Inspector of Schools will exercise direct supervision himself without the assistance of the Secretary, who has hitherto had the duty of organising and supervising the classes.
